Location: OIS Provincial - Satellite to any CHS Office in Ontario
Start Date: January, 2013
Minimum Start Salary:

$63,600 - $68,090 per annum depending on experience

Position Status:

Permanent; Fulltime; 35 hours/week

POSITION SUMMARY:

The Program Manager OIS & CART is responsible to:

  1. Manage and direct CART services
  2. Provide direction for OIS Provincial office operations including administration and policy management
  3. Manage the financial and statistical reporting to the entire program to the funder

MAJOR RESPONSIBILITIES:

Direct Service:

  • Responsible for all aspects of program delivery including the day-to-day management of CART services including resolving any issues and initiate corrective action as appropriate
  • Take responsibility for the quality assurance and overall integrity of the service
  • Risk assessment of program and subsequent management to ensure successful completion
  • Manage 3rd party vendors for all programs 

Program Management:

  • Monitor tender opportunities
  • Undertake bid responses (i.e. Requests for Proposals) in conjunction with the Program Director
  • In conjunction with Program Manager – OIS Operations, develop and maintain forms, policies and procedures for OIS Provincial including CART
  • Assist the Program Director in relation to plans for ongoing development of provincial programs through analysis, research, budgetary projections, funding, community and consumer group consultations
  • Participate program development and evaluation as it relates to all direct service programs of OIS Provincial
  • Participate in the development and implementation of program policies and procedures in consultation with the Program Director and the Program Manager – OIS Operations
  • Provide leadership and direction related to establishment of special projects, new initiatives and the continuing development of consumer/customer focused programs
  • Oversee Conference Coordination ,VRI and Emergency Interpreting Services and facilitate transition of these services to Ottawa by May 2012
  • Other duties as assigned

Administration:

  • Co-ordinate and maintain the collation of statistical analysis for all OIS programs
  • Provide confidential administrative support to the Program Director
  • Track attendance including requests/approvals via online Dayforce Attendance Management System for OIS Provincial and designated staff.
  • Coordinate meetings, workshops and focus group sessions both internal and external, e.g. advisory committees, staff meetings, etc.

Financial Management:

  • Prepare, maintain and monitor budgets, grants or project submissions in consultation with Program Director
  • Monitor monthly expenses and revenue and find solutions to ensure viability
  • Ensure accurate financials are kept and all financial reports are submitted on time
  • Provide timely and accurate funding submissions and proposals, including quarterly and statistical reports and financial statements/reports, to MCSS under the supervision of the Program Director
  • Manage fee-for-service contracts and prepare claims and reports as required. 
  • Oversee the management of A/P and A/R activity including invoices, cheque requisitions, billings, etc.

Supervision:

  • Manage and develop staff within CART services including undertaking annual performance evaluations for direct reports
  • Support to Emergency Interpreting Services staff until transitioning is completed in May 2012
  • Ensure office staff coverage and backup are scheduled
  • Provide back up for all other programs and services within the department during the absences of the Program Director
  • Problem solve internal conflicts and issues on a daily basis
  • Recruit, supervise, discipline and terminate appropriate staff in consultation with the Program Director and HR
  • Provide leadership to staff in relation to program planning and development
  • Attend and participate as an active member of CHS management staff

Community Development:

  • Provide leadership and assist the Program Director with community initiatives and issues
  • Communicate to relevant stakeholders
  • Promote CHS and it’s programs with provincial communities as required
  • Liaise with community and related consumer groups as required

Professional Development:

  • Attend departmental meetings
  • Attend and participate in CHS management meetings and committee work
  • Attend relevant management and continuing education/professional development training event
  • Acquire and maintain the language proficiency requirements for the position (Advanced Plus)

LINE OF RESPONSIBILITY:

Reports to Program Director, OIS and CART Services

QUALIFICATIONS:

  • Post-secondary degree in business administration or an equivalent combination education and relevant work experience required
  • 2-4 years of management experience running a full scale department/operation
  • Demonstrated skills in people management, delegation, performance management and coaching
  • Experience in writing grants, RFPs, and reports for funding agencies
  • Exposure to unions, collective agreements and grievance management
  • Knowledge of applicable federal and provincial legislation
  • Knowledge of current community challenges and opportunities relating to the objectives of the services and organization
  • Strong accounting, administrative, financial & fiscal planning and budgeting skills
  • Excellent knowledge of internet/website applications and Microsoft Office suite, experience working with a database.
  • Proven organizational skills and attention to detail, demonstrated ability to work efficiently, accurately and independently as well as part of a team
  • Knowledge of issues related to hearing loss and Deaf Culture an asset
  • Proficiency in American Sign Language (ASL) and English; French and LSQ are assets
  • Demonstrated sensitivity to working in a culturally diverse environment
  • Travel in Ontario e.g. meetings, retreats, etc.
  • Occasional evenings and weekends as required
