POSITION SUMMARY:
Provide direction for service operations in the Hamilton Region and Area Offices including public education, community development and regional office development according to needs identified by the culturally Deaf, oral deaf, deafened and hard of hearing communities. Supervise managers and staff in various program including Hearing Care Counselling, Employment Services, Ontario Interpreter Services, Community Development, Communication Devices, Administration and Support, General Social Services and Connect Counselling. The Regional Director will also lead the Hamilton Community Development Council; liaise with local funders, other community agencies and government officials.
MAJOR RESPONSIBILITIES:
Direct Service:
• Oversee the day-to-day operations and long-term planning for client services of the Hamilton, Brantford and Niagara area operations.
• Implement and maintain provincial and local CHS policies and procedures; develop policies and procedures related to unique regional programs and issues related to client access to multiple services.
Public Relations:
• Network, develop and manage contacts and relationships with local media representatives
• Develop and manage close relationships with key industry stakeholders such as government officials and partner associations
Administration and Financial Management:
• Oversee Regional contracts, funding submissions and regular reporting between the Managers and community resources, funding sources (local, provincial and federal governments)
• Manage the Community Development Board to ensure they reflect and respond to community needs
• With support of Regional Program Manager, complete funding submissions and proposals
• Review and develop local procedures consistent with provincial policies for regional development and program planning
• Oversee building management responsibilities; communicating with landlords, lease development (as needed) and monitor electronic network system
• Provide reports (financial and statistical) on client services and analysis of service delivery
• Oversee Regional Program Manager to ensure program evaluation procedures are in place
• Maintain budgets for the region and ensure ongoing balance of funds in relation to local services
• Plan for new programs through analysis, correspondence, budgetary projections
Supervision:
• Recruit, supervise, discipline and terminate staff as required
• Manage large regional staff by regular meetings with manager and staff, performance reviews, coaching, appropriate feedback and active motivation
• Provide support to manager in supervising support and service staff
Community Development Council (CDC) Activities:
• Initiate and attend regular CDC and sub-committee meetings
• Work with the CDC in the planning, recruiting members, development and implementation of programs and services including financial requirements and fundraising
Professional Development:
• Attend all department and agency staff meetings
• Keep up to date with relevant legislation and trends
• Acquire and maintain ASL proficiency to the level required for the position (Advanced Levels)
LINE OF RESPONSIBILITY:
• Reports to Chief Operating Officer
QUALIFICATIONS:
• Masters Degree in a Health or Social Services related field, preferably combined with training in Business Administration
• 3-5 years managerial experience with 1-2 years at the senior management level, preferably in a unionized environment
• Proficient in American Sign Language (ASL) or willingness to learn
• Bilingual in French and English an asset
• Ability to balance workload, the maintain high levels of customer satisfaction and respond to shifting priorities
• Strong financial and budgetary skills required
• Excellent analytical and problem-solving skills
• Excellent organizational, interpersonal and communication skills
• Experience promoting and representing business or agencies within the media
• Knowledge of issues related to hearing loss and Deaf Culture an asset
• Experience in Government or Public Relations an asset
• Proficiency in Microsoft Office Suite and Internet
• Valid Driver’s License and access to a reliable vehicle; regular travel throughout the region and to Toronto
• Demonstrated sensitivity to working in a culturally diverse environment
