POSITION SUMMARY:
Take primary responsibility for Simcoe /York program development and provide direction, supervision and day-to-day management for the programs and services. Represent and promote CHS in the local and regional community. Assist the Regional Director with program evaluation, focused on the improvement of client services according to needs identified by culturally Deaf, oral deaf, deafened and hard of hearing consumers. Provide leadership in the development and support of the Community Development Councils in York and Barrie offices.
MAJOR RESPONSIBILITIES:
Direct Service:
• Responsible for all aspects of program delivery including the day-to-day management of program operations and issues
• Evaluate and facilitate program development as it relates to all Direct Service programs of the Simcoe/York region
• Consult with Regional Director and provide assistance and direction in the development of new programs, through correspondence, statistical analysis and community consultations
• Develop and implement regional policies in consultation with the Regional Director and Provincial Directors (when appropriate) which affect service and program delivery
• Work in conjunction with Regional Director to implement services based on Agency philosophy and principles
• Provide leadership and direction related to establishment of special projects, new initiatives and the continuing development of client focused programs
• Provide back-up support in the absence of the Regional Director or service staff
• Other duties as assigned
Administration:
• Plan for ongoing development of regional programs through analysis, correspondence, budgetary projections, funding, community and consumer group consultations
• Co-ordinate and maintain the collation of caseload and statistical analysis for programs
• Work in conjunction with Regional Director to prepare reports for funders
Financial:
• Monitor program budgets and expenses as assigned
• Assist in the development of regional budget
• Provide timely and accurate funding submissions and proposals, including quarterly and statistical reports and financial statements/reports, to appropriate sources following variable policies and procedures of individual funding sources under the supervision of the Regional Director
• Assist with the review/reconcile monthly financial statements and monthly variance reports for Regional Director’s review
• Work with the Regional Director and Community Development Councils on implementing a fundraising strategy
• Asset the Regional Director in funding submissions, proposals and reports
Supervision:
• Supervise administrative and all direct service staff (ES, HCCP, GSS, OIS, CONNECT, etc.) including annual performance evaluations, and co-ordinate and supervise student placements (as appropriate)
• Participate in caseload evaluation
• Identify and provide solutions for clinical problems as they relate to clinical supervision including consult with Provincial Directors when appropriate
• Facilitate professional training for regional staff in consultation with the Regional Director and CHS objectives
• Problem solve internal conflicts on a daily basis
• Recruit, supervise, discipline and terminate program staff in consultation with RD
• Provide management of staff in conjunction with CHS policies and Collective Agreement
• Provide leadership to staff in relation to program planning and development
• Oversee volunteer management
Community Education:
• Represent CHS concerns on external committees and community panels
• Provide leadership and assist the Regional Director with community projects and community forums
• Lobby and promote CHS philosophies and interests with local communities as required
• Liaise with community and related consumer groups
• Develop and support the region’s Community Development Council
Professional Development:
• Liaise with Regional Director on a regular basis
• Attend management workshops/seminars as required
• Attend continuing education & professional development seminars
• Attend and participate in CHS management meetings (Forum) and subsequent task groups as required
• Attend and participate in Regional Management meetings as required
• Acquire and maintain the ASL proficiency requirement for the position (Advanced Plus)
LINE OF RESPONSIBILITY:
Reports to Regional Director, Peterborough
QUALIFICATIONS:
• BSW or equivalent related educational background
• Demonstrated ability with program development experience
• Working knowledge of financial reporting and budgeting
• Experience in supervision of staff and inter-personal conflict resolution
• Fluency in American Sign Language (ASL) or willingness to learn to the advanced levels
• Other languages such as French, LSQ, South Asian languages would be an asset
• Ability to balance workload, to maintain high levels of customer satisfaction
• Ability to respond to shifting priorities and multi-task
• Demonstrated excellent interpersonal, communication and organizational skills
• Proficiency in MS Office Suite and Internet
• Valid driver’s license and access to vehicle for regular travel within the region
• Out-of-town travel required e.g. sub-office, meetings in Toronto, retreats, training, etc.
• Demonstrated knowledge of issues related to hearing loss and Deaf Culture an asset
• Demonstrated ability to work in a culturally and linguistically diverse community
