POSITION SUMMARY:
The Program Director provides leadership and oversees all aspects the HCCP and GSS programs. The Program Director is responsible for ongoing program development, operations, and evaluation of these programs in accordance with legislation, funder and internal requirements. At the provincial level, the Program Director oversees the administrative functions including staffing and training; financial, and external reporting functions including the collection and interpretation of data for each program. At the regional level the Program Director supports Regional Directors and managers towards successful operations and outcomes of these services. Provides direct supervision to the Coordinator HCCP & GSS, and consults with other Program Directors.
MAJOR RESPONSIBILITIES:
Direct Service:
• Direct, manage and co-ordinate all operational aspects of the program delivery models in conjunction with regional managers
• Provide information, support and program guidance to all direct service staff and regional program managers
• Develop, implement and evaluate annual training plans including group events such as retreats
• Promote continuing education, professional development, and the acquisition of professional certification and registrations among staff
• Ensure current information and resources are available to service delivery staff through research and resource development
• Develop service and financial models for program operation across the province that meet the requirements legislation, funder requirements and professional organizations
• Develop, implement and monitor provincial program policies and procedures in consultation with the regional and other disciplines
• Provide consultation to regional and other managers with the development, implementation and evaluation of local program policies and procedures
• Oversee short and long term planning goals for program changes including expansions in consultation with regional and other managers
• Direct the development of new initiatives
• Lead for agency ISO Registration (Accreditation)
• Liaise with key stakeholders and funders (MOH, , LHINS, OCSA)
• Act as lead representative with MOH/LTC Liaison Committee on Disabilities
• Develop and maintain information in relation to the network of community resources, government programs etc.
• Act as the “content expert” for issues relating to older adults for internal and external queries agency position papers on issues related to older adults
• Provide back-up management support as needed and clinical backup to the Connect Counselling Program when Connect management staff are absence
• Other duties as assigned
QUALIFICATIONS:
• Master’s degree in human services field such as Counselling, Social Work or Management
• 3-5 years managerial and supervisory experience preferably in a unionized environment including 5-10 years relevant direct service experience; knowledge of voluntary, public and private sectors
• Demonstrated experience with program development and evaluation
• Demonstrated financial management skills
• Demonstrated skill with writing proposals, reports and policy and working with funders e.g. LHIN, MOH, MOHLTC
• Demonstrated knowledge and experience with accreditation process
• In-depth knowledge of the needs of older adults with acquired hearing loss; knowledge of issues related to hearing loss and Deaf Culture
• Ability to balance workload, to maintain high levels of customer satisfaction
• Excellent organizational, interpersonal and communication skills
• Excellent analytical and problem-solving skills
• Excellent counseling skills
• Ability to respond to shifting priorities, multi-task and meet deadlines
• Fluency in American Sign Language (ASL) or willingness to learn; French and LSQ are assets
• Demonstrated sensitivity to working in a culturally diverse environment
• Proficiency in MS Office Suite, Internet, Outlook and computer-based data collection and analysis
• Considerable travel in Ontario; valid driver’s license access to vehicle
• Evening or weekends as required
